(1^ Weather-related disasters and hazards, including drought, hurricanes, tornadoes, hail, lightning, fog, floods, and frost, result in substantial human suffering and loss of life, billions of dollars of annual economic losses to owners of crops and other property, and substantial financial loss to the United States Treasury;
(2) Weather modification technology has significant potential for preventing, diverting, moderating, or ameliorating the adverse effects of such disasters and hazards and enhancing crop production and the availability of water;
(3) The interstate nature of climatic and related phenomena, the severe economic hardships experienced as the result of occasional drought and other adverse meteorological conditions, and the existing role and responsibilities of the Federal Government with respect to disaster relief, require appropriate Federal action to prevent or alleviate such disasters and hazards; and
(4) Weather modification programs may have long-range and unexpected effects on existing climatic patterns which are not confined by national boundaries.

CIA Director Brennan Admits They Are Using Geoengineering, spraying aerosol particles in the atmosphere to allegedly reflect sun light. He then finishes by stating that this technology could cause countries to rise up and oppose one another. This could be the first admission that they have a technology that can manipulate the weather, and even use it as a weapon. He states using the technology could bring good change to some ares, but do the opposite to other countries. Meaning it could devastate certain ares! Pay Attention Folks!

This document validates Weather Modification programs quite clearly. And being from 1978 you can assume things have progressed since this was published.

This is one of the best documents I have seen. It is very detailed and thorough. This offers insight into programs that are denied to even exist by current administrations. Check out the contents section and the appendix for a clear overview.
It outlines treaties and specifically mentions increasing, suppressing or diverting storm systems. In addition to earthquake modification. Page 738
Page 456 talks about planes spraying invisible or microscopic particles on airspace above private land and the related laws.
Page 98 mentions using “Very fine metallized nylon fibers to increase conductivity between oppositely charged regions of a storm” as one fine example.
Do a search for “aircraft” and see how many references pop up and how important spraying is for this program and the many ways planes are employed to disperse various chemicals and objects.

For something they claim does not exist they are certainly going to great lengths to get it “socially accepted” and legal. And for something they claim will save us from global warming, why would they need to “affect our attitude” into supporting it?

One proposed solution to the problem of global warming involves the seeding of the atmosphere with metallic particles. One technique proposed to seed the metallic particles was to add the tiny particles to the fuel of jet airliners, so that the particles would be emitted from the jet engine exhaust while the airliner was at its cruising altitude. While this method would increase the reflection of visible light incident from space, the metallic particles would trap the long wavelength blackbody radiation released from the earth. This could result in net increase in global warming.

(a) PROHIBITED ACTIVITIES.—The Secretary of Defense may not conduct (directly or by contract)—
(1) any test or experiment involving the use of a chemical agent or biological agent on a civilian population; or
(2) any other testing of a chemical agent or biological agent on human subjects. (b) EXCEPTIONS.—Subject to subsections (c), (d), and (e), the
prohibition in subsection (a) does not apply to a test or experiment carried out for any of the following purposes:
(1) Any peaceful purpose that is related to a medical, therapeutic, pharmaceutical, agricultural, industrial, or research activity.
(2) Any purpose that is directly related to protection against toxic chemicals or biological weapons and agents.
(3) Any law enforcement purpose, including any purpose related to riot control. (c) INFORMED CONSENT REQUIRED.—The Secretary of Defense
may conduct a test or experiment described in subsection (b) only if informed consent to the testing was obtained from each human subject in advance of the testing on that subject.
(d) PRIOR NOTICE TO CONGRESS.—Not later than 30 days after the date of final approval within the Department of Defense of plans for any experiment or study to be conducted by the Depart- ment of Defense (whether directly or under contract) involving the use of human subjects for the testing of a chemical agent or a biological agent, the Secretary of Defense shall submit to the Committee on Armed Services of the Senate and the Committee on National Security of the House of Representatives a report setting forth a full accounting of those plans, and the experiment or study may then be conducted only after the end of the 30- day period beginning on the date such report is received by those committees.
(e) BIOLOGICAL AGENT DEFINED.—In this section, the term ‘‘biological agent’’ means any micro-organism (including bacteria, viruses, fungi, rickettsiac, or protozoa), pathogen, or infectious sub- stance, and any naturally occurring, bioengineered, or synthesized component of any such micro-organism, pathogen, or infectious sub- stance, whatever its origin or method of production, that is capable of causing—
(1) death, disease, or other biological malfunction in a human, an animal, a plant, or another living organism;
(2) deterioration of food, water, equipment, supplies, or materials of any kind; or
(3) deleterious alteration of the environment. (f) REPORT AND CERTIFICATION.—Section 1703(b) of the National Defense Authorization Act for Fiscal Year 1994 (50 U.S.C. 1523(b)) is amended by adding at the end the following new paragraph:

Here’s one example that makes the Persistent Contrail Fairy myth to be pure bovine feces. These “aircraft” are intentionally spraying, repeatedly in a specific area.
